
Process Safety Management Fundamentals

Process Safety Management (PSM) is a logic progression for managing hazardous chemicals listed in Appendix A of 29 CFR 1910.119. PSM must be followed and used if a plant uses one or more of the chemicals listed in
Appendix A above a Threshold Quantity (TQ). A TQ depends on the hazards of the chemical(s) and can range from 100 pounds to 10,000 pounds.
PSM includes the fourteen (14) specific elements: Employee Participation, Process Safety Information, Process Hazard Analysis, Operating Procedures, Training, Contractors, Pre-Startup Safety Review, Mechanical Integrity, Hot Work Permit, Management Of Change, Incident Investigation, Emergency Planning And Response, Compliance Audits, and Trade Secrets.
Many of these elements are likely already incorporated into a facility’s EH&S program. For example, Hot Work Permits, Training and Emergency Planning and Response are elements of any facility’s EH&S program. Another similar element completed in some form is a Job Hazard Analysis which is analogous to a Process Hazard Analysis (PHA).
Other critical aspects include combining one or two chemicals into one that is listed and over the TQ.
This webinar will explain the fundamentals of PSM, identify analogous programs in order to de-mystify PSM and expand on applying other key concepts. As an example, there are numerous methodologies for performing a Process Hazard Analysis that have other EH&S utility.
