The Compliance Assurance Program (eCAP) Is The Solution
by Susan Burkett

So what is the problem? Management of environmental, health and safety compliance. And just how is the Compliance Assurance Program (eCAP) the solution to this problem? The eCAP program is an environmental health and safety (EH&S) management system (EMS) that outsources the client’s EH&S requirements to August Mack Environmental, Inc.’s (August Mack) team of EH&S experts for a fixed monthly fee. August Mack’s team of EH&S experts will routinely and methodically assess and maintain compliance at a client’s facility. The eCAP program leverages technology via an internet-based document management system that schedules compliance activities, stores facility profile data and has the ability to track and manage regulated chemicals using the client’s Safety Data Sheets.

What does eCAP provide:

  • Routine compliance inspections performed by August Mack personnel. During these inspections, compliance is assessed, records are collected/maintained, and compliance obligations are discussed with the facility’s management team.
  • Regulatory agency reports prepared and submitted by August Mack so there is never a problem with reporting deadlines being missed.
  • An online electronic filing system developed and updated by August Mack so the necessary files are always available.

The eCAP experience begins with a comprehensive EH&S compliance audit. This audit enables August Mack to have a complete understanding of the current EH&S conditions at the client’s facility as well as become fully educated on the client’s processes and operations. After the audit is completed, August Mack’s team of EH&S experts work with the client to develop a custom-designed program aimed at addressing the client’s EH&S needs.  The foundation of eCAP is the EH&S base module. This module is designed to provide ongoing solutions to the client’s specific EH&S issues. The EH&S base module also provides routine interaction between the facility personnel and August Mack’s EH&S experts to ensure a consistent level of regulatory compliance and program improvement is achieved. Training also can be provided to employees to establish an understanding of the client’s EH&S requirements. In addition, modules including but not limited to air, wastewater/storm water, industrial NPDES/POTW, waste generator off-site disposal, chemical management and reporting, integrated contingency plan, special pollutants, process safety management, OSHA reporting and maintenance, personal protective equipment and powered industrial trucks can be included in the customized eCAP design for a company to better meet their EH&S needs.

eCAP is a cost-effective solution to manage your EH&S compliance. The benefits of using eCAP include:

  • Comprehensive EH&S technical expertise
  • Savings of more than $100,000 per year in implementation and administrative costs.
  • A consistent, reproducible EH&S management system that can be tracked and reviewed by management and/or corporate personnel on a real-time basis.
  • Reduce risk associated with non-compliance.
  • Being formally qualified as a Supplemental Environmental Project (SEP) through the United States Environmental Protection Agency (EPA).
  • Assurance of compliance with new and changing regulations.
  • Maintain institutional knowledge even during EH&S personnel changes.
  • Access to EH&S information whenever and wherever through a secure online website set-up specifically for each eCAP client.

  • Eliminate the need for plant personnel to receive outside training on regulatory requirements as August Mack personnel maintain expertise in all areas of EH&S compliance.
  • Reduce or eliminate compliance activities for plant personnel.
  • Keep your hair from going pre-maturely gray and stop you from pulling it out.

Consider eCAP as a means to maintain your facility’s EH&S compliance whether it is to manage risk, reduce the cost of compliance, implement an ISO 14001 EMS, survive a regulatory agency inspection, manage personnel changes, ensure compliance during acquisition of a new facility or effectively and efficiently execute all of the routine EH&S monitoring, recordkeeping. Reporting, testing, and training requirements, finally achieve and maintain compliance for the long-term, as a SEP, or just for your own piece of mind and to preserve your sanity.
